What UK ENIC actually published, and what changed

UK ENIC is the national agency that benchmarks overseas qualifications against UK ones. Its published position on Pakistan concerns the Higher Secondary School Certificate — the Intermediate — and it changed for 2026.

For HSSC awards made before 2026, the comparison is GCSE grades A*–C / 9–4, Scottish National 5 grades A–C, or the Intermediate Welsh Baccalaureate. For awards made from 2026 under the new National Curriculum of Pakistan, the comparison rises to GCE Advanced Subsidiary level and Scottish Higher, at RQF Level 3.

UK ENIC is careful to say that this does not mean the HSSC is the same as an AS level in a counterpart subject. It means the knowledge and skills are broadly similar in level. That distinction matters when a university asks for a specific subject at a specific grade.

Matric sits a stage below the qualification being compared

The Secondary School Certificate is awarded at the end of Grade 10; the Higher Secondary School Certificate at the end of Grade 12. Whichever version of the ENIC comparison applies to the HSSC, the SSC is one full stage beneath it.

That is why the honest answer to the question is uncomfortable. Under the pre-2026 benchmark the whole Intermediate sat at GCSE level; Matric therefore cannot be read as a set of GCSE passes, and treating it that way sets a student up to be turned down by a sixth form that never intended to be unkind about it.

None of this is a judgement about how hard Matric is. Levels are about where a qualification sits in a system, not about how much work it took.

What a UK school or college is actually asking for

Sixth-form and college offers are written in subject grades: GCSE Mathematics at grade 4 or above, GCSE English Language at grade 4 or above, and specific grades in the subjects you intend to study at A level. They are not written in general equivalences.

A statement of comparability from UK ENIC tells an institution what level your qualification sits at. It does not produce a GCSE Mathematics grade 5, because it is not a grade in a subject — and no amount of paying for one changes that.

So the useful question to ask an admissions office is not 'is Matric equivalent to GCSE'. It is: 'which of your named subject requirements can I meet with what I hold, and how do you want me to meet the rest?'

The two routes that work

The first route is to add the specific qualifications a UK school names, usually IGCSE Mathematics and IGCSE English, sat alongside or after Matric. Cambridge accepts private candidates for its IGCSE syllabuses, so this does not require changing school — it requires an approved centre, an entry in a June or November series, and a year of preparation.

The second route is to finish the Intermediate and enter at the point the new comparison supports: a foundation year, an international first year, or direct entry where a university's own policy allows it. From 2026 the HSSC benchmark makes that conversation materially easier than it was.

We teach the first route and are honest about its shape. IGCSE Mathematics is two papers in one series and around 130 guided learning hours of content — real work, done in parallel with a Matric year that is already full.

Is Matric the same as O Level?

No. They are separate qualifications from separate systems taken at a similar age. Inside Pakistan the IBCC issues equivalence certificates that convert O Level results into Matric-equivalent marks for local admissions; that process runs one way and does not create a UK comparison in the other direction.

My HSSC was awarded in 2025. Which comparison applies to me?

The earlier one. UK ENIC's new AS level comparison applies to HSSC awards from 2026 onwards; results awarded before that continue to be compared to GCSE grades A*–C / 9–4. If an admissions office quotes the new benchmark at you for an older certificate, it is worth pointing out politely.

Can I sit IGCSE Mathematics privately while I finish Matric?

Yes. Cambridge states in the syllabus that private candidates may enter, and you sit the two papers for your route in a single series. The realistic timeline is one academic year of preparation, aimed at either the June or the November series, alongside your school work.

Do I need a UK ENIC statement of comparability?

Only if an institution asks for one. It is a paid, per-applicant service, and many universities assess Pakistani qualifications directly using their own country pages. Ask the admissions office before you buy one — the request is free and the statement is not.
