What 'Simplest Form' Means for a Fraction
18/24 becomes 3/4 in one step if you divide by the highest common factor. The check that tells you a fraction is genuinely finished, and when not to bother.

A fraction is in simplest form when its numerator and denominator have no common factor other than 1, so no further cancelling is possible.

One division instead of three
Cancelling by 2 over and over is safe but slow, and it has a trap: it only works while both numbers are even. 18/24 halves once to 9/12 and then refuses, so anyone treating halving as the whole method stops one step early.
Finding the highest common factor first avoids that. For 18 and 24 the HCF is 6, and 18 ÷ 6 = 3 with 24 ÷ 6 = 4. Whatever route you take, the destination is the same fraction — the difference is how many steps you spend getting there and whether you notice when you have arrived.
The check that says you have finished
A fraction is done when the top and bottom have nothing in common but 1. In practice that means running down the small primes: do 2, 3, 5 and 7 divide both? For 3/4 the answer is no in every case — 3 is prime and 4 is made only of 2s — so 3/4 is final.
Two shortcuts settle most cases immediately. If the numerator is 1, you are finished. If the denominator is prime and the numerator is not a multiple of it, you are finished — 7/13 cannot go anywhere.
None of this changes the value. 18/24 and 3/4 are the same point on a number line, and simplifying is a matter of writing that point in the fewest possible pieces.
Simplest is not always the most useful form
Simplest form is a way of writing a number, not a better number. 18/24, 9/12 and 3/4 are the same quantity, and there are moments when the unsimplified version is the one you want — while adding fractions, for instance, you are deliberately moving towards a common denominator rather than away from it.
The rule for exams is the wording. When a question says 'give your answer in its simplest form', simplifying is part of the answer. When it does not, simplify anyway: it is never wrong, and it removes any question about whether your answer matches the one expected.

Does simplest form apply to improper fractions and mixed numbers?

Do I lose marks for not simplifying?
It depends on the wording of the question, which is why the safe habit is to simplify every fraction answer. If the question explicitly asks for the simplest form, an uncancelled fraction has not answered it. If it does not ask, simplifying costs you nothing and removes the risk entirely.
What is the fastest way to find the highest common factor?
For small numbers, list the factors of the smaller one and test them from the largest downwards — for 18 and 24, try 18, then 9, then 6, which works. For larger numbers, break both into prime factors and multiply the primes they share.
