Three different questions hide inside this one
"Valid" gets used for three separate things, and they have three separate answers. Does the record still exist? Yes, for anything from 2005 onwards. Can you still send it? Yes, but an old score costs money to retrieve. Will the university accept it? That is entirely their decision and nothing to do with College Board.
Most of the confusion online comes from answering the first question and presenting it as an answer to the third.
What happens to a score as it ages
Once you have left school and a year has passed without testing, your scores move to College Board's archive. They are still yours, but they are no longer sitting in your account ready to send. Retrieval costs USD 35, and each report you then send from that retrieved record costs its own delivery fee.
There is a hard floor. Scores older than 2005 are no longer accessible at all, so a sitting from the 1990s cannot be produced no matter what fee you are willing to pay.

The five-year line, and where it comes from
College Board itself states that official score reports sent to universities five or more years after a test date may be less valid predictors of academic performance than more recent scores. That sentence is the origin of the five-year rule people repeat, and it is guidance to admissions offices rather than a rule imposed on them.
Institutions then do what they like with it. Some set a five-year limit, some three, some none. Because it is set institution by institution, the only reliable move is to read the testing section of the admissions page for each university on your list rather than trusting a general figure.
The 2016 scale break matters more than the age
The SAT was redesigned in 2016 and the scale changed with it. College Board's own advice is that scores from before 2016 should be interpreted with care and with concordance tables, because the number means something different.
For anyone re-entering education after a gap this is the real problem, and it is not solved by an admissions officer being generous about age. A 1900 from 2013 and a 1900 from 2024 are not the same score, and a university that accepts an old sitting still has to translate it.
If you are applying a year or two after school
For students in Pakistan and the Gulf who finish school, work or reapply, and then come back to a US application, the practical question is almost never validity. It is whether a score taken at 17 still represents the student at 20.
We are direct about this. If the old score is close to the target, retrieving it is cheaper and faster than a retake. If it is well below, retrieval fees are money spent on evidence you were about to argue against, and the honest advice is to sit the test again.
