What a Grade C Is in the New GCSE System

Why two different answers are in circulation
The Department for Education named grade 4 a standard pass and grade 5 a strong pass, and reports both in school performance tables. Schools are therefore measured twice, once at each line, and a head of department who talks about "getting the students over the line" is often talking about 5.
That is a school accountability measure leaking into public language. It is not a statement about what a C was worth. A grade 5 is above the old C boundary, not level with it, and treating 5 as the translation of C quietly raises the requirement for everyone who reads it.
Working out which number a particular requirement means
Read the requirement as it is written and note when it was written. "Grade C or above" on an old job description means grade 4. "Grade 5 or above" on a sixth form's admissions page means grade 5, and it means it because they chose it, not because 5 is what a C became.
Where a document uses both — "C/4" is common — it is telling you the requirement was translated at the anchor point and grade 4 satisfies it. Where a document says "C/5", somebody has translated it wrongly, and it is worth asking before you assume the higher bar.
The place where grade 4 has legal force
In England, a student who reaches the end of Year 11 without grade 4 in maths must continue studying maths as a condition of their post-16 funding. The rule is written at 4, not at 5, which makes 4 the only number in this discussion that changes what a sixteen-year-old is obliged to do.
For families weighing a resit, that is the practical frame. A student sitting at grade 3 is deciding whether to spend the next two years in a compulsory maths class. A student sitting at 4 who wants a 5 is making an optional choice about which doors open more easily, and the two situations deserve different amounts of urgency.

Yes. Ofqual's guidance to institutions was that a former grade C requirement becomes a grade 4 requirement, and most old wording has simply never been updated. If the form gives you a free-text box, write "grade 4 (equivalent to grade C)" and cite the year of the certificate.
Should my child resit to turn a 4 into a 5?
Only if a named destination requires it. A resit costs a term of attention that could go to A level subjects, and a 4 already satisfies the funding rule and most general entry requirements. If a specific course asks for 5 in maths, that is a reason. "To be safe" is usually not.
